Soeharto tak kekurangan akal, jika di masa kolonial ada kuli kontrak, pemerintah orde baru menggelar program transmigrasi. Ratusan ribu orang Jawa, Bali, Nusa Tenggara, diberangkatkan menuju hutan hutan gung liwang liwang di sumatera-kalimantan-sulawesi. Atasnama pembangunan, bulldozer, tentara, polisi, dikerahkan demi memuluskan programtransmigrasi dan pembukaan kebun-kebun secara massif di luar pulau jawa ini.
